The Division shall grant or deny the application within forty-five (45) days after receiving a complete and verifiable application. If the Division grants the application for a certificate, it shall send a wallet size card (certificate) to the applicant. If the Division denies certification, it shall send written notice to the applicant. The written notice shall contain a statement of reasons for denial.
