This part contains the minimum standards for the design, construction, and operation of a confined swine feeding operation. The applicant shall demonstrate to the Administrator that there shall be no surface discharge and that any subsurface discharges from the confined swine feeding operation or animal waste management activities shall not cause a violation of standards for Groundwaters of the State as established by Wyoming Water Quality Rules and Regulations, Chapter 8, Quality Standards for Wyoming Groundwaters.
