The purpose of this chapter is to ensure the electronic waste recycling program created under s. 287.17, Stats., functions well for participants and the public, and in a manner that protects public health and the environment. This chapter is adopted under ss. 287.03, 287.17(8) and (10), and 289.06, Stats.
