No person may cause, allow or permit significant emissions of carbon monoxide from any cupola the construction or modification of which commenced after April 1, 1972 to be emitted to the ambient air unless such emissions are incinerated at 1,300°F for 0.3 second, or reduced by some other means an equivalent amount. Compliance with this limitation shall be shown to the department on initial startup of the source.
