No person may cause, allow or permit the release into the atmosphere or the burning of any fuel gas in an incinerator-waste heat boiler or process heater which contains greater than 0.10 grains of hydrogen sulfide (H2S) per dry cubic foot at standard conditions (0.23 grams per dry cubic meter at standard conditions) unless the gases resulting from combustion are treated in a manner which prevents the release of sulfur dioxide to the atmosphere as effectively as controlling the concentration of H2S in the fuel gas being burned.
