This chapter applies to any battery manufacturing plant that discharges or may discharge a pollutant to waters of the state or that introduces pollutants into a publicly owned treatment works. Battery manufacturing operations subject to regulation under this chapter are not subject to regulation under chs. NR 260 and 261.
