(1) Any properly licensed resident or nonresident holder of an angling or commercial fishing license from the state of Minnesota having lawfully taken fish or turtles in the boundary waters described in this chapter during the open season therefor, may land on the Wisconsin side of the said boundary waters and shall transport such fish with him to the state of Minnesota by the most convenient, practicable route.
