This chapter does not authorize an insurer to transact any insurance business, other than that of legal expense insurance exempted under this chapter, unless it is authorized under a certificate of authority issued by the commissioner under the provisions of chs. 600 to 655, Stats.
This rule does not preempt any plan from compliance with supreme court rules including 11.06.
