(1) ELIGIBILITY. The following are eligibility requirements for new licensees in the business enterprise program:
(a) The applicant shall be a citizen of the
United States.
(b) The applicant
shall be blind.
(c) The applicant
shall have adequate training to operate the business enterprise efficiently and
in accordance with this chapter, as evidenced by successful completion of a
training program or equivalent experience, in either case as approved by the
department. In offering training opportunities, preference shall be given by
the department to persons who need employment.
(d) The applicant shall be otherwise capable
of operating the business enterprise, as determined by the
department.
(2) ISSUANCE OF LICENSE.
(a) A license shall be issued by
the department for an indefinite period subject to suspension or
termination.
(b) A license is not
transferable.
