Each technical committee shall consist of 5 to 15 members and must include representatives from organized labor, where applicable, professional or trade organizations, and employers from the industry or occupation for which the committee is established. Selection of members shall be based on their demonstrated interest and capability, and members shall be appointed by the West Virginia Board of Education.
