The following procedures are established for the implementation of this requirement.
3.1. Each local school district shall develop a policy and implement procedures to ensure that each student eligible by age is provided an opportunity to register to vote.
3.2. A student who is eligible by age is a student who has reached his/her eighteenth birthday or, in an election year, who shall attain that age on or before the date of the general election.
3.3. In an election year each student who is eligible by age shall be provided an opportunity to register to vote at least thirty days prior to the primary election.
