Section 126-42-3 - Scope

3.1. The major purposes of these regulations are to improve the quality of learning and teaching in public schools and to ensure access to equitable educational opportunities for all public school students. Given the demands of the global marketplace, it is essential that all students become lifelong learners prepared for successful entry into post-secondary education or the workplace.
3.2. A thorough and efficient education system provides equitable access to substantive curricular offerings and appropriate related services for all students. Providing such an education system must be the goal of the WVBE, West Virginia Legislature (Legislature), WVDE, counties, schools, and the citizens of West Virginia. This policy provides the basic structure for all education programs and student support services necessary for a thorough and efficient system of education for all students.
