The State Board of Education, in cooperation with county boards of education, shall provide vocational education programs at the secondary level. In addition, programs mainly skill oriented shall be primarily provided through county boards of education to prepare adults for employment. Adult instruction may be preparatory or supplemental and will lead to a certificate of competency in a recognized occupational area. Adult programs of this nature will be non-college credit, measured in clock hours of instruction, and, generally, will not exceed one (1) calendar year in duration.
