(1) Operators of illegally operated or parked vehicles shall be warned or cited through an appropriate written means that they are in violation of this chapter. All fines are payable at the cashier's office.

(2) In instances where a vehicle has more than two violations, the vice-president of administration or a designee, with appropriate documented evidence, may order the vehicle impounded.
