The department fully endorses the intent and purpose of SEPA and will make every effort to implement and fulfill the intent and requirements of SEPA and the SEPA rules. The capacity of the department to provide full service to the public and other agencies is limited by funds and staffing. The department will make every effort to implement SEPA in the best manner possible with the resources available.
