When awarding a DWSRF loan to a public water system, the department shall consider, at a minimum, the applicant's ability to:

(1) Repay the DWSRF loan based on a risk assessment;

(2) Provide adequate security in case of DWSRF loan default; and

(3) Promptly begin the project based on past contract performance, if applicable.
