Section 246-272B-06900 - Holding tank sewage systems

(1) An owner shall not install or use a holding tank sewage system for any new residential development or expansion of residential development, except as set forth in this section.
(2) The department may approve installation of holding tank sewage systems only for:
(a)
Permanent uses limited to controlled, part-time, commercial usage, such as
recreational vehicle parks and trailer dump stations;
(b) Short term use in case of an emergency
situation as allowed in WAC
246-272B-07450(4);
or
(c) Repairs as allowed in WAC
246-272B-07400(11).
(3) An owner proposing to use a holding tank sewage system shall:
(a) Hire a
design engineer who follows good engineering practice and prepares a design
consistent with the department's recommended standards and guidance on holding
tank sewage systems;
(b) Submit and
receive department approval of an O&M manual that meets the requirements of
WAC 246-272B-04200; and
(c) Use a holding tank registered by the
department according to chapter 246-272C, On-site sewage system tanks, and
tested for water tightness under WAC
246-272B-05200.
