The department may consider the input of individuals outside the department who have expertise with rural and underserved communities. Selected reviewers must sign a statement:
(1) Agreeing to refrain from discussion of letters of interest or applications outside of the review process; and
(2) Asserting that they do not have a conflict of interest. A conflict of interest includes a reviewer:
(a) Holding a position in an organization
under review;
(b) Having a
significant financial interest in the outcome of the review; or
(c) Participating in the development of the
letter of interest or application under review.
