These rules and regulations are adopted pursuant to RCW 70.38.025(6) and (12) for the purpose of establishing the index to be used and procedures for making adjustments to the "expenditure minimum" for capital expenditures which are subject to the requirements of the certificate of need program established under the provisions of chapter 70.38 RCW.
(1) Index to be used. For the purposes of the certificate of need program, the United States Department of Commerce Composite Construction Cost Index shall be used in the annual adjustments of the following:
The "expenditure minimum" as this term is defined in RCW 70.38.025 and WAC 246-310-010.
(2) Procedure for adjustment.
