(1) Purpose. The purpose of this regulation is to protect public health and the environment, including waters of the state, by ensuring wastewater treatment plants are properly operated and maintained. By requiring certification of wastewater treatment plant operators, the department ensures they demonstrate competence to operate and maintain wastewater treatment plants or reclaimed water facilities.

(2) Scope. This rule establishes the requirements for:

(a) Obtaining and maintaining a wastewater treatment plant operator certification.

(b) Certification level requirements for an operator in responsible charge of a treatment plant.

(c) Certification level requirements for a lead operator of a shift.

(d) Wastewater treatment plant classifications.

(e) Enforcement actions for violations of this chapter.
