(1) To protect and control pedestrian and vehicular traffic.
(2) To assure access at all times for emergency equipment.
(3) To minimize traffic disturbance during class hours.
(4) To facilitate the work of the university by assuring access by vehicles and by assigning the limited parking space for the most efficient use.
