A. CTOs issued prior to July 1, 2003. CTOs issued by either the board (including joint certificates to operate) or through the local health department, prior to July 1, 2003, shall continue in force until reissued or amended in accordance with this chapter.

B. Monitoring. All sewerage systems and treatment works owners shall comply with the Part II operational regulations except as provided in accordance with this chapter. Any owner may request technical assistance from the area engineer as necessary to implement corrective action. The director may require the owner or operator of any sewerage systems or treatment works to:

(i) develop either an operation plan or an operation and maintenance manual for approval by the department and

(ii) install, use, and maintain monitoring equipment for internal process testing of sewage flowing through the treatment works in order to identify and determine the causes of operational problems and to determine the necessary corrective actions to correct such problems. If required, test results shall be recorded, compiled, and reported to the area engineer in a format approved by the department.
