The purpose of this chapter is to set out criteria and procedures to be followed by gas or oil well drilling permit applicants when preparing environmental impact assessments and by the Department of Environmental Quality, other state agencies, local government officials, and the public when reviewing environmental impact assessments. It is intended to foster the development of useful information which is presented in a manner that assists the Department of Environmental Quality, appropriate state agencies, planning district commissions, potentially affected local governments, and the public in understanding, analyzing and making decisions about the potential environmental, fiscal or economic impacts associated with drilling an oil or gas well in Tidewater Virginia and related production and transportation activities.
