AGENCY SUMMARY

The Department of Minority Business Enterprise is responsible for promoting small, women-owned, and minority-owned businesses. It is authorized to coordinate programs and operations of state government which affect the establishment, preservation, and strengthening of these businesses. The director of the department has the power to promulgate regulations to implement a certification program for small, women-owned, and minority-owned businesses. Code of Virginia, Title 2.2, Chapter 14.

The department is authorized to manage the Capital Access Fund for Disadvantaged Businesses and in cooperation with the Small Business Financing Authority determine the qualifications, terms, and conditions for the use of the fund. Code of Virginia, Title 2.2, Chapter 14 and Chapter 22, Article 7.

The Code of Virginia (§ 2.2.-204) assigns the Department of Minority Business Enterprise to the Secretary of Commerce and Trade. The Governors Executive Order 10 (2006) administratively transferred the responsibility for the Department of Minority Business Enterprise from the Secretary of Commerce and Trade to the Secretary of Administration.
