AGENCY SUMMARY
The Virginia Board for Asbestos, Lead, and Home Inspectors is a separate agency within the Department of Professional and Occupational Regulation. The director of the department acts as the board's secretary and administrative officer. Code of Virginia, Title 54.1, Chapter 3. The board is empowered to promulgate regulations to (i) set fees, procedures, and qualifications for the issuance and renewal of asbestos, lead, and renovation licenses; (ii) establish criteria and procedures for the approval of accredited asbestos training programs, accredited lead training programs, accredited renovation training programs, training managers, and principal instructors; (iii) establish criteria and procedures for the approval of asbestos analytical laboratories and to govern the functions and duties of project monitors on asbestos projects, circumstances in which project monitors shall be required for asbestos projects, and training requirements for project monitors; (iv) establish procedures and requirements for the licensure of individuals and firms to engage in lead-based paint activities and for performing lead-based paint activities consistent with and not more stringent than federal regulations; (v) establish educational, experience and examination requirements for the certification of home inspectors; and (vi) establish procedures and requirements for licensure of individuals and firms to engage in renovation and for performing renovation activities consistent with federal regulations.
