Section 20 023 002 - RULES AND REGULATIONS GOVERNING THE BUSINESS OF PRODUCING OR SELLING OF URINE OF PREGNANT MARES

Pursuant to V.S.A. T6, Chapter 69, Section 902, the following are rules and regulations of the Commissioner of Agriculture:

Section I LICENSING

A person engaged in the business of raising, breeding, keeping or maintaining horses for the purpose of selling or obtaining for sale their urine or sell, offer to sell or furnish the urine of horses to any person under any terms or conditions shall make application to the Department of Agriculture for a license to engage in such business at least 15 days prior to expiration date of such license. Licenses shall expire on December 31 of each year.

Section II MAINTENANCE OF SANITARY CONDITIONS

1. Stalls, pens or areas where horses are confined shall be properly ventilated, cleaned, and provided with adequate bedding.

Section III PROPER AND HUMANE CARE AND TREATMENT

1. Stalls shall be so constructed as to provide adequate area to accommodate the size of the animal.

2. Stalls shall be kept in proper repair and free of objects capable of inflicting injury to animals.

3. Harnesses shall be maintained in good repair and properly fitted so as to prevent chafing and development of contact sores or infections.

4. When harnesses and/or urine collection apparatus interfere with proper care and treatment of sores or infections, such harness or apparatus shall be removed until such time as the condition has been arrested.

5. When lameness is evident and can not be properly treated while in confinement, such animals shall be removed from the production line until such time as sufficient recovery allows treatment to be continued in confinement.

6. Adequate shelter shall be available during seasons of extreme temperature.

7. Horses shall be provided adequate and proper feed and water.

8. Exercise shall be provided consistent with the needs and welfare of the animals.
