a. Characteristics of an on-premise sign:

1. A sign, display or device will be considered to be an on-premise sign if it meets the following requirements:
a. Premises - the sign must be located on the same premises as the activity or property advertised.

b. Purpose - the sign mist have as its purpose (1) the identification of the activity, or its products or services. or (2) the sale or lease of the property on which the sign is located, rather than the purpose of general advertising.

b. Premises Test:

For the purposes of these rules, the following criteria shall be used for determining whether a sign, display or device is located on the same premises as the activity or property advertised.

1. An on-premise sign shall not be located more than fifteen hundred feet from the main entrance from that highway to the activity or premises advertised. The fifteen hundred foot distance shall be measured along the center line of the highway or highways between the sign and the main entrance.

2. A main entrance shall be a principal, private roadway or driveway which leads from a public highway to the activity or premises advertised.

3. An on-premise sign advertising the sale or lease of real estate by the owner or the owner's agent shall not have an area of more than six square feet, including the panel and the frame.
