3 -1024A is amended to read as follows:

A. PERSONS UNABLE TO PAY

For the purpose of this regulation, a person unable to pay for hospital services is defined as a person whose after tax family income, after subtracting medical bills actually paid by the family that year, is one who meets the Department of Health, Education, and Welfare Community Service Commission's Income Poverty Guidelines.

3 -1024G(2) (4) is amended to read as follows:

If your income minus medical payments is less than current guidelines for your family size, you are eligible for free care.
