Regulations Relating to the Retired Senior Volunteer Program for the Disbursement by the Vermont Office on Aging of State Funds Appropriated by the Vermont Legislature in the General Fund Budget.

Eligible Applicants:

The Retired Senior Volunteer Program (RSVP) is established in Vermont in the following areas:

Chittenden County, in Burlington

Bennington County, in Manchester and Bennington

Windsor County, in Springfield and White River Junction

Central Vermont, in Johnson (Lamoille County) and Barre (Washington County)

Windham County, in Brattleboro

Rutland/Addison Counties, in Rutland and Middlebury

Grant Period:

Because appropriations of the Vermont State Legislature are for the period of July 1 through June 30 the grant period will coincide with this 12 month time.

Allocation:

The formula used to allot the General Fund money is based on total number of volunteers, as of December of the previous year. * Dividing the total allotment by the number of volunteers gives an allowance per volunteer.

Allowable Costs:

Funds appropriated shall be used by local RSVP programs to meet direct costs by supporting volunteers, such as for insurance, travel and meals.

Unallowed Costs:

Funds may not be used to pay compensation to volunteers.

Application:

Each RSVP program shall submit an application for the funds on forms supplied by VOA. The application will include a statement as to what additional activities are planned because of these funds. One half of these funds shall be requested at that time. The second half of the payment shall be requested by January 15.

* Official total number of volunteers, as reported to ACTION.

Reporting:

- Quarterly each RSVP program will send VOA copies of financial and program reports sent to ACTION.

- By January 15 each RSVP program shall send to VOA a statement of expenditure of the state funds received. Each report shall include a narrative identifying what activities these funds have made possible, what special benefits this funding has brought to the programs.

- All sumbitted documents must be signed by the RSVP program director.

- No later than July 20 each RSVP program will send a summary statement both financial and programmatic to VOA with copies to appropriate agencies.

Payment:

- Payment shall be made in two payments to each RSVP program, one shortly after July 16. Initial payment will be made upon the submission of a request for these funds in a letter signed by the director.

- The second and final payment shall be made upon receipt of the January 15 report and submission of a letter of request for these funds signed by the director
