(1) CSBG funds shall be allocated on the basis of federal fiscal years beginning October 1 to eligible entities by the following formula:
(a) Each eligible entity selected for funding
shall be awarded an equal, minimum base amount.
(b) The amount remaining after subtraction of
the sum of the minimum base amount shall be allocated among the eligible
entities based on a poverty formula developed by SCSO.
