(1) Only a resident may apply for or obtain a resident permit or resident certificate of registration and only a nonresident may apply for or obtain a nonresident permit or nonresident certificate of registration.
(2)
(a) To
apply for a resident permit or certificate of registration, a person must be a
resident at the time of purchase.
(b) The posting date of the drawing shall be
considered the purchase date of a permit or certificate of registration issued
through a drawing.
