Rule R653-12 - 2023 Grant Money for Wasatch Front Aqueduct Resilience Projects
Section R653-12-5 - Application Review and Prioritization

(1) The division shall:
(a) review and prioritize an application
submitted under Section
R653-12-4; and
(b) make recommendations to the director on
which applicants should be awarded a grant under this rule.
(2) In reviewing and prioritizing applications submitted under Subsection (1), the division:
(a) may contact an applicant to:
(i) verify information in the
application;
(ii) seek
clarifications and supplemental information; and
(iii) address and correct anomalies and
inconsistencies in the application; and
(b) shall review and evaluate the
applications based on the following:
(i) the
grant amount requested in comparison to the number of Utah residents served by
the aqueduct;
(ii) the existence or
lack of alternative culinary water sources or systems available to the Utah
residents served by the aqueduct;
(iii) the degree of risk of seismic damage to
the aqueduct and the resulting impacts to the culinary water supply;
(iv) the estimated timeline to complete
needed studies for the proposed project;
(v) the estimated timeline for the design and
construction of the proposed project;
(vi) the estimated risk reduction
accomplished by the proposed project; and
(vii) the existence of other available
funding sources to complete the project.
(3)
(a) The
division shall prioritize each application based on its evaluation of the
criteria identified in Subsection (2)(b).
(b) The prioritization shall form the basis
for the division's recommendation to the director.
