The authority for the Department of Environmental Quality acting through the Drinking Water Board to issue loans to political subdivisions to finance all or part of drinking water project costs and to enter into credit enhancement agreements, interest buy-down agreements, and Hardship Grants is provided in Title 73, Chapter 10c, Water Development Coordinating Council.
