The following matters shall be decided by the director through an informal adjudicative proceeding, with no hearing permitted:
(1) issuance of an initial registration;
(2) renewal or reinstatement of an existing registration;
(3) denial of any application for registration; and
(4) a request:
(a) to amend a property report;
(b) for consolidation of a
registration;
(c) for waiver of, or
exemption from, registration requirements; and
(d) for a temporary permit pending
registration with the division.
