(1) This rule is promulgated under the authority of Sections 4-5-104, 4-4-102, and Subsection 4-4-107(6).
(2) This rule shall be applied to promote its purpose of safeguarding public health and providing consumers food that is safe, unadulterated, and honestly presented.
