It is the policy of the department to:

(1) ensure that Historically Underutilized Businesses have an equal opportunity to participate in the performance of contracts;

(2) create a level playing field on which Historically Underutilized Businesses can compete fairly for contracts and subcontracts;

(3) ensure nondiscrimination on the basis of race, color, national origin, or gender in purchasing activities and in the award and administration of contracts;

(4) help remove barriers to the participation of Historically Underutilized Businesses in department purchases and contracts;

(5) assist in the development of firms that can compete successfully in the market place outside the Historically Underutilized Business program; and

(6) develop and maintain a program in order to facilitate purchasing and contracting opportunities for historically underutilized businesses.
