The board may itself appoint, and hereby delegates to the executive administrator the authority to appoint a department employee, who is an attorney licensed to practice law in this state, to conduct a hearing and to make a written report to the board on any matter to be considered by the board, including, but not limited to, consideration of a petition to the board for the adoption of a rule and the feasibility of federal projects under Texas Water Code, § 12.051.
