(a) The chairman shall briefly state the nature of the hearing or meeting. The chairman will allow for the submission of documents, studies or other materials relevant to the hearing. The chairman will determine the order of the proceedings. The board may limit the number of participants and may set the time limits for each presentation.
(b) All submissions shall be the standard 8 1/2 by 11 inches except for maps, surveys and photographs. The board may limit the number of submissions.
