Gulf Coast Waste Disposal Authority and the City of Friendswood, subject to the availability of funds, are directed to proceed as expeditiously as possible with the following:

(1) the preparation of plans and specifications for the regional wastewater treatment plant facilities and the submission of this data to the executive director; and

(2) the preparation of contractual instruments necessary to implement the regional system and the initiation of a program designed to bring about the execution of these contractual documents.
