The area known as Blackhawk Service Area is designated as an area wherein it is necessary to the health, safety, and welfare of the people to implement the state policy to encourage and promote the creation and use of a regional and area-wide collection, treatment, and disposal system to serve the disposal needs of the citizens of that area to prevent pollution and maintain and enhance the quality of the water of the state.
