The area within the City of Houston, its extraterritorial jurisdiction, and termed the Northbelt Service Area is designated as an area in which it is necessary for the health, safety, and welfare of the people in the area that a regional system of waste collection, treatment, and disposal be implemented to serve the needs of the citizens in the area by preventing pollution and maintaining and enhancing the quality of water in the state.
