An insurer may not offer, deliver, or issue for delivery a preferred or exclusive provider benefit plan in this state unless the commissioner has completed a qualifying examination to determine compliance with Insurance Code Chapter 1301 and this subchapter and has approved the insurer's provider network in the service area.
