Any cause of action, hearing, or procedure already pending or arising out of an event occurring before the effective date of this chapter shall be determined under the statutes, rules, orders, or interpretations of the Department in effect when the event occurred. This section saves the application of past procedure and law to any such event from amendment, change, or repeal despite any conflicting provisions of this chapter.
