The purpose of this subchapter is to specify the requirements for department-funded prevention services providers to implement the primary prevention strategies set forth in 45 Code of Federal Regulations (CFR), § 96.125, and to establish criteria for measuring the effectiveness of state agency-funded substance abuse preventions providers. In this subchapter, the term "prevention services" includes prevention activities.
