The purpose of this subchapter is to improve existing mental health services provided by the entities defined in § 306.5 of this title (relating to Definitions) by establishing standards to ensure the effective and coordinated provision of services to individuals who require specialized support or treatment due to co-occurring psychiatric and substance use disorders (COPSD).
