Section 3.69 - The Texas Interagency Council on Early Childhood Intervention (ECI)

(a) Financial and service responsibilities to persons with disabilities.
(1) ECI was
established by the Texas State Legislature to provide services to infants and
toddlers with developmental delays and their families. ECI contracts with 75
local community organizations and agencies. The ECI programs are affiliates of
local school districts, educational service centers, state centers, state
schools, Texas Department of Mental Health and Mental Retardation (TXMHMR)
community centers, private rehabilitation centers, and universities. Children
under age three with a significant delay in one or more areas of development,
or with established medical conditions known to lead to developmental delays
(such as Down's syndrome), and children diagnosed as having atypical behaviors
are eligible for services. The contact for program information is the executive

(2) Agreements with state agencies. The Texas
ECI Program represents an inter-agency effort of the Texas Department of
Health, Texas Department of Mental Health and Mental Retardation, Texas
Department of Human Services, Texas Commission on Alcohol and Drug Abuse, Texas
Department of Protective and Regulatory Services, and the Texas Education
Agency. The Texas ECI Program is governed by an inter-agency council with a
representative from each of the departments listed in this paragraph, plus
three public representatives appointed by the Office of the Governor.
(b) Service delivery data.
(1) The legislative appropriations request
(LAR) is a document prepared and submitted to the Legislative Budget Board and
the governor's Budget Office, prior to each legislative session, that contains
the agency's request for appropriations for the next biennium based upon ECI's
strategic plan.
(2) The fiscal year
operation plan is the budget for ECI based on appropriations received. It
contains a breakdown of budgeted dollars by strategy at the state
level.
(3) The annual performance
report to the legislature contains a summary of performance measures and
funding as annually projected and as actually reported. Data collected from
local providers and from administrative sources are reported.
