At least annually, a participating higher educational institution shall provide a student loan debt disclosure, as more fully defined in §21.49 to every student who has a balance on one or more student loans, and whose debt records are received by the participating higher educational institution where he or she is enrolled. If the participating higher educational institution has a record of unpaid student loan debt, a disclosure must be provided to that student.
