Section 15.52 - Submission of a Strategic Plan for Achieving Recognition as a Research University

(a) The Commissioner shall prescribe the form, length, manner, and minimum required content in guidelines published by the Coordinating Board by October 1 in the year prior to submission.
(b) At a minimum, the guidelines in subsection (a) of this section will require information on the following topics:
(1) A
plan to elevate the institutions' research enterprise, including its goals and
priorities, collaborations and partnerships, and a discussion of economic
impact; and
(2) A plan to increase
research funding and productivity, including the role of external funding,
research facilities, and commercialization; and
(3) A description of its doctoral programs,
including plans for research doctorates, supports for doctoral candidates, and
the areas of academic emphasis; and
(4) A plan for faculty recruitment, support,
and development.
(c) The governing board of each research or emerging research university shall submit its approved strategic plan to the Coordinating Board by April 1, 2025. Each institution shall submit an updated strategic plan not later than April 1, 2030.
