Section 26.1 - Purpose and Scope of Rules

(a) Mission of the Public Utility Commission of Texas (PUC). The mission of the PUC is to assure the availability of safe, reliable, high quality services that meet the needs of all Texans as just and reasonable rates. To accomplish this mission, the PUC shall regulate electric and telecommunications utilities as required while facilitating competition, operation of the free market, and customer choice.

(b) This chapter is intended to establish a comprehensive system to accomplish the mission of the PUC and to establish the rights and responsibilities of both the utility service providers and the consumer. This chapter shall be given a fair and impartial construction to obtain these objectives and shall be applied uniformly regardless of race, nationality, color, religion, sex, or marital status.
