Section 7.21 - Purpose and Use of Funds

(a) In accordance with Tex. Gov't Code § 2306.2585, HHSP provides funding to municipalities with populations of 285,500 or greater (which the Department will determine with the most recent available 1 Year American Community Survey (ACS) data) to develop programs to prevent and eliminate Homelessness.
(b) HHSP eligible activities are:
(1) administrative
costs associated with HHSP, including Program Participant tracking using HMIS
or a HMIS-comparable database;
(2)
case management for households experiencing or At-risk of Homelessness to
assess, arrange, coordinate and monitor the delivery of services;
(3) construction/rehabilitation/conversion of
buildings or Dwelling Unit (including administrative facilities) to serve
persons experiencing Homelessness or At-risk of Homelessness;
(4) essential services for Homeless
Households or Households At-risk of Homelessness to find or maintain housing
stability;
(5) homelessness
prevention to provide financial assistance to Homeless Households or Households
At-risk of Homelessness;
(6)
homelessness assistance to provide financial assistance provided to Homeless
Households or Households At-risk of Homelessness;
(7) operation of emergency shelters or
administrative facilities to serve Homeless Households or Households At-risk of
Homelessness;
(8) transitional
living activities for Youth Headed Households designed to provide safe
short-term housing (typically less than 24 months) in conjunction with
appropriate supportive services designed to foster self-sufficiency;
and
(9) other local programs to
assist Homeless Households or Households At-risk of Homelessness, if approved
by the Department in writing in advance of the Expenditure.
